The festival scene in the video is the 2010 Suwa Taisha Shrine Pillar Festival (Ombashira/Mihashira), and the highlight is the "Ki otoshi" (Tree Sliding) where a gigantic tree with a person on it slides down a slope.
The Shimosha Ki otoshi is famous, which sometimes causes deaths, but this Kamisha tree is also quite good! After all, it takes place place right next to the JR's central main line (as you can see in the video).
